- Analyze HbA1c methods and normal ranges in participating hospitals
- Collect HbA1c results on all patients in nine regions of Vermont over a three-month period
- Verify diagnosis of diabetes
- Perform an educational intervention for primary care providers
- Collect HbA1c results the following year during the same three-month period
- Look for improvements in HbA1c results among a cohort of patients
