Vice President
Charles Wagner, Vice President of the College of American Pathologists’ (CAP) STS (SNOMED Terminology Solutions™) division, helps CAP STS build new and value-added services targeted to CAP members and leads business development in the health IT community. Mr. Wagner, who has more than 26 years of information technology experience, is well-versed in building and managing professional services practices, and has a proven track record of successful business development and strong client management skills. Prior to joining CAP STS, Mr. Wagner was Managing Director, U.S. Healthcare Operations and Global Healthcare Application Delivery, at Dell Services, where he led a worldwide team of more than 1,200 supporting training, application development and support, client and project management, business and clinical transformation, implementation services, and IT. He also led, managed, and drove all client services and delivery, and developed and implemented a global expansion strategy. He received a Master of Business Administration degree in Finance from Oklahoma City University and a Bachelor of Business Administration degree in Marketing and Strategy from the University of Central Oklahoma in Edmond, Oklahoma.
Steven Castanien
Operations Manager
In 2007, the College of American Pathologists (CAP) transferred SNOMED Clinical Terms (SNOMED CT) to a new international standards organization, the International Health Terminology Standards Development Organisation (IHTSDO). As part of the transfer, SNOMED Terminology Solutions (STS) was chosen as the support organization to the IHTSDO and continues to maintain and update SNOMED CT on the IHTSDO’s behalf. He manages the support agreement between the CAP and the IHTSDO.
As Managing Consultant with NueVista Strategy LLC (2004-2007), Mr. Castanien was the company’s lead professional working with the SNOMED International division (now STS) of the CAP. During those years, Mr. Castanien helped create a new international governance structure for SNOMED CT and met with health ministry authorities on three continents to present it. He designed processes and structures to protect the integrity of the SNOMED CT international core while supporting multiple translations and local adaptations. And he both anticipated and responded to the need for flexible approaches to an international platform supporting content, implementation, and harmonization of SNOMED CT.
As Principal of Steven Castanien & Associates (2002-2004), his development plan for a software start-up resulted in 50 percent sales growth per quarter over 18 months. And as Director of Strategic Information and Development for the Unicare Pharmacy Group, Ltd (1997-2001), Mr. Castanien’s acquisition-based growth strategy made it possible to create and manage a multinational development team that developed new pharmacy software while reducing costs by 75 percent.
Finally, Mr. Castanien’s personal choices, to live and teach in the Czech Republic for two years and to complete his postgraduate education while getting his first business experience in Ireland, are hallmarks of a personality well suited to the pace and unpredictability of an international software platform launch.
Steven DeViney, MBA
Managing Director, Health Information Management
Steven DeViney, MBA, Managing Director, Health Information Management, for the College of American Pathologists’ (CAP) STS division, provides consulting services related to health information management, technology, and terminology. Mr. DeViney is a health care IT professional with more than 20 years of success leading teams in support of multi-year business partnership, management, and health care IT engagements. Prior to joining CAP STS, Mr. DeViney was Vice President, Professional Services for Health Language, Inc. and Director, Health Language UK Ltd., where he led the ongoing growth of a professional services practice through business development and strategic partnerships worldwide. Mr. DeViney is a senior member of HIMSS, CHIMSS (Colorado HIMSS chapter), and co-chair of PSVillage Denver, an advocacy and peer-to-peer networking community of professionals services executives. He received a Master of Business Administration degree in Finance from Rockhurst University in Kansas City, Missouri and a Bachelor of Arts degree in Business Administration and Outdoor Leadership from Colorado Christian University in Lakewood, Colorado.
Debra Konicek, RN, MSN, BC

Debra Konicek, MSN, RN, BC, Managing Director of the College of American Pathologists’ (CAP) STS (SNOMED Terminology Solutions™) division, is responsible for the development, sales, and delivery of consulting services related to health information management, technology, and terminology. Ms. Konicek, a senior health care consultant with more than 30 years of clinical and electronic health record (EHR) implementation experience, leads the team responsible for assisting with the global implementation of terminology standards for organizations worldwide. Currently, she serves on the interoperability working group for CCHIT® (Certification Commission for Health Information Technology). Ms. Konicek is a an international speaker and has presented, as well as authored many articles, on topics related to health care standards, clinical informatics, and terminology issues specific to EHRs. She has also taught as guest faculty for several universities, including Northwestern University, Loyola University, the University of Iowa, the University of Kansas, and the University of Colorado. She is Board Certified in Nursing Healthcare Informatics and received a Master of Nursing degree in Healthcare Informatics from Loyal University in Chicago. She also received a Bachelor of Science degree in Nursing and a Bachelor of Arts degree in Psychology from Winona State University in Winona, Minnesota.
Chip Perkins, MBA
Managing Director
Chip Perkins, MBA, a Managing Director for the College of American Pathologists’ (CAP) STS (SNOMED Terminology Solutions™) division, is responsible for development, sale, and delivery of consulting services related to health information management, technology, and terminology. Mr. Perkins has more than 25 years of experience in electronic health record (EHR) program management, strategic planning, clinical transformation engagement, and the design and implementation of EHR systems (eg., Epic, Cerner, MEDITECH, Siemens, and GE). Prior to joining CAP STS, he led IBM’s Cerner implementation practice and was a practice leader of the Clinical Transformation Services team. He was awarded the exclusive “IBM Number One Club” for delivery excellence for exceeding practice financial goals, demonstrated teamwork, and practice leadership. He is a member of the Healthcare Technology Network of Greater Washington, D.C. and has been a guest lecturer at the University of Kansas MBA program. Mr. Perkins received a Master of Business Administration degree from Wake Forest University in Winston-Salem, North Carolina and a Bachelor of Business Administration degree from the College of William and Mary in Williamsburg, Virginia.
Monique van Berkum, MD
Director, Clinical Informatics
Dr. van Berkum has been Director of Clinical Informatics with SNOMED Terminology Solutions (STS), a division of the College of American Pathologists (CAP), since January 2006. Since the launch of the International Health Terminology Standards Development Organisation (IHTSDO), Dr. van Berkum’s role has been to oversee content in SNOMED Clinical Terms (SNOMED CT) to help ensure that it meets criteria required by the IHTSDO, and also to offer input and feedback to the IHTSDO on editorial policies. Dr. van Berkum is responsible for training new terminology managers and contributes to developing guidelines for content modeling. She is also involved in creating and offering educational training around SNOMED CT.
For five years prior to becoming Director of Clinical Informatics, Dr. van Berkum was a full-time Clinical Editor for SNOMED CT (2001-2006). As a clinical editor, she developed extensive knowledge of the content in SNOMED CT and proficiency in modeling. Her responsibilities included significant interaction with the CAP Cancer Committee to ensure that she could correctly encode more than 60 cancer checklists with SNOMED CT.
Dr. van Berkum is a board-certified internist with 11 years experience as an Emergency Physician. From 1989 to 2001, she was an Attending Physician providing direct patient care in the section of emergency medicine at Rush-Presbyterian St. Luke’s Medical Center in Chicago. During this time, she participated in the daily supervision and training of residents in the emergency room and was an assistant professor at Rush Medical College.
