2025 CAP Outstanding Service Award

Established in Honor of Frank W. Hartman, MD, FCAP

The College of American Pathologists (CAP) Outstanding Service Award recognizes a CAP member for outstanding service to a single CAP program, project, or related endeavor, generally over a long period of time. The award is named for Dr. Hartman, the CAP’s first president. The CAP presents this award when merited, not necessarily on an annual basis. 

Mick Scanlan, MD, FCAP 

The College of American Pathologists presents Mick Scanlan, MD, FCAP, with the CAP Outstanding Service Award in recognition of his extensive service to the CAP accreditation programs over the years.  

Dr. Scanlan began his service as a CAP inspector in 1986 and has completed 275 inspections, many of them overseas. His commitment to laboratory quality and accreditation led to his appointment as state commissioner for Oregon, followed by regional commissioner for the Pacific Northwest.

His leadership within the CAP continued to expand when he served as chair of the Commission on Laboratory Accreditation (2014–2017) and as vice chair of the Council on Accreditation (COA) (2011–2018). In 2018, he was elected to the CAP Board of Governors for a seven-year term and was appointed chair of the COA in 2019. Since 2023, Dr. Scanlan has served on the International Accreditation Committee as the regional international commissioner for South Korea and the Middle East, continuing his dedication to global laboratory excellence.

Dr. Scanlan has played a crucial role in accrediting more than 8,300 laboratories, led the establishment of virtual inspections during the COVID-19 pandemic, and expanded the CAP’s international efforts to over 750 laboratories. He’s also a respected educator who has authored numerous journal articles on transfusion medicine, laboratory management, laboratory accreditation, and compliance.

Dr. Scanlan began his academic career as an assistant pathologist at Oregon Health Sciences University (OHSU), where he still serves as professor of pathology and medical director of transfusion services. His leadership roles at OHSU have included vice chair of laboratory medicine and laboratory medical director. He’s also served as assistant medical director for the American Red Cross Northwest Regional Blood Center and as transfusion service medical director for Legacy Health System, and is currently the laboratory medical director for Planned Parenthood of Oregon.

Dr. Scanlan’s extensive contributions to the CAP and the laboratory community make him a valuable and enduring leader in the field.

Dr. Scanlan is a professor of pathology and medical director of transfusion services at Oregon Health Sciences University in Portland, Oregon, and laboratory medical director for Planned Parenthood of Oregon.
